Recommendations for the AI Strategy for the cultural and creative sectors in Europe



The Digital & AI Action Group of Culture Action Europe was active in the first months of 2026 in developing recommendations for the AI strategy for the cultural and creative sectors in Europe. An AI strategy for sector is one of the 20 key actions in the Culture Compass for Europe adopted by the European Commission in 2025.

The recommendations elaborated by the group identify four strategic priorities:

  • A human-first, transparent approach to AI based on cultural rights must be ensured.
  • Human creativity and data resilience must be safeguarded in the Strategy.
  • The CCS and cultural and creative workers must be equipped for the AI transition.
  • Forward-thinking and collaborative approaches to AI in the CCS are essential for sustainable policies.

The Digital & AI Action Group, facilitated by Culture Action Europe and Michael Culture Association, brings together cultural institutions, artists, and digital experts from across Europe’s cultural and creative sectors since April 2024.

Its core aim is to ensure that digital and AI policies are developed in an ethical, human-centred way, reflecting the values and realities of cultural professionals. It aims to understand ethical concerns of cultural sector professionals about AI and digital and to identify areas where policy intervention is needed.
