Spring/Summer 2026 | EU Artists’ Charta


Culture Action Europe has once again set up an Action Group on Working Conditions in the Cultural and Creative Sectors, which will hold online meetings this spring and summer. The group aims to draft a position paper on the European Commission’s future 'EU Artists’ Charter'.

The IAA Europe is also taking part in the meetings, contributing the perspective of the visual arts and the demands set out in its current strategy paper. IAA Europe's objectives include strengthening the role of art and culture in society, ensuring fair remuneration for artists and safeguarding copyright in the digital age – particularly in light of developments in artificial intelligence.

From the Culture Compass to the EU Artists’ Charter

The 'Culture Compass for Europe', published by the European Commission in November 2025, includes plans to draw up an 'EU Artists’ Charter' in 2027, which is intended to set out, amongst other things, guidelines and binding measures for stakeholders in the cultural and creative sectors, with a view to promoting fair working conditions within the sector (background information).

The CAE Action Group aims to contribute to the drafting of the charter by drawing on the experience and knowledge of its members and other organizations within the cultural sector. It will formulate guiding principles and assess the feasibility of specific measures in light of the framework conditions and needs of the cultural and creative sectors.

In particular, the 'Working Conditions’ chapter' of the discussion paper 'Towards the Culture Compass: a Sector Blueprint' (jointly developed by CAE and Creative FLIP) serves as a useful resource for drawing up further initial guidelines on the content of the charter.
